Do you need a special electronic device in order to Twitter?

From all I’ve seen and heard, it appears that using Twitter is virtually the same thing as texting, and is very close to being the same as emailing. So I’m wondering what the point is. Can you Twitter on devices we already own, or do we need to buy something new?
(And, if we do need a new device, why should we get one if texting and emailing already accomplish the same purpose?)
